So called “Constitutional Carry” by the states is not true 2A because their versions of Permitless Carry are not truly Constitutional. But, in Tennessee the same restrictions that apply to prohibited persons from getting their version of a CCW, a CHP Carry Handgun Permit apply. The TN CHP does not mention the word Concealed because it allows for either open or concealed carry with or without a permit. In that regard it’s less restrictive than NY that has no Permitless option, and no open option. Its NYPL NY Pistol License, or NYCPL specifically requires concealed carry only, and it has NO open carry options.
in NY Only LEOs and licensed armed guards may carry open. Civilian citizens cannot open carry.
Each state has its own unique restrictions.
Pure 2A is the only true Constitutional Carry.
The rest is all arbitrary state restrictions applied to 2A, with, or without a permit, open, or concealed as they (the states) chose.
