I don’t see that as a hard line to define.
I can have my 5.56 rifle locked and loaded on its sling hanging on my side, and while that may spook the sheeple, it’s not being brandished against them, just openly carried.
Sure the 9mm handgun in its holster on my hip is dangerous,… but not while it’s in the holster!
Just because the populace can see the scary gun does not mean they are actually being threatened by it!
If I had something like that and a place to shoot it, I’d be broke, bankrupt, poor in no time. I always felt the same way about owning an offshore 100MPH powerboat. I’d burn up my life savings in fuel in just a day on the water 
TRUE! But it’d be a helluva day Bruh!

But that also doesn’t touch on my argument of open carry vs brandishing? 
Last year Albuquerque had (2) events. Rally’s for 2A/GOA positive show of support.
I carried my AR and a sidearm amongst a couple of hundred like minded Gunners.
The atmosphere was festive and I felt really good! That wasn’t brandishing or threatening
to anybody. (Then again if you were anti-gun you wouldn’t be there)
Brandishing seems to be getting a very wide description.
Carrying is not brandishing
Something I read once: “Nobody is ever ready to fight the next war; they’re always ready to fight the one before.” Some truth to that, I suppose, since the training is devised and carried out mostly by veterans and others who experienced last conflict. It’s harder to predict what will be than what was.
I could be wrong here and will gladly defer to those with greater experience/insight than I.
Brandishing is using a weapon to intimidate someone. Open carrying is using a weapon responsibly.

My experience:
A .45 Uzi is a very easy and accurate machinegun to shoot. A+
A Thompson would be probably great for duck hunting with its muzzle rise (the one I got to shoot didn’t have the vertical fore grip) but they sure look cool.
A Brit Commando 9mm was just OK.
Any old .22 rifle with a worn sear is absolutely terrifying.
The thing is, who can afford to shoot a machinegun?
Probably a Mexican drug Cartel. They have plenty of $$ for ammo.
Machine guns are only REALLY COOL when someone else is paying for the ammo.

“Brandishing” and “open carry” are defined clearly in your state’s laws (at least in most cases). Which is which depends on where you live. If you have any questions, reach out to your local sheriff’s department. They’re usually very willing to help educate on how to remain a law abiding citizen.

Open carry is “not using the firearm”, it’s just there, not being used. I have read news stories of people being arrested for brandishing while only OC. If a sheep gets scared, they call the po-po and sometimes the person that is OC is arrested.

Yes, police are known to occasionally make up laws and/or mis-interpret them.
