The perpetrator might not have known his victims, illogical in trying to make a point, high risk of he himself getting shot and perishing, years or life in prison, and for what.
I remember after September 11, 2001, when U.S. troops went abroad to find who was responsible, I never realized how few soldiers have body armor; I discovered a fund to donate for more such armor - I made a humble financial donation to that cause.
