Socialist State of Illinoid FOID card dilemma

Does anyone have an answer for me?
In the socialist state of illinoid, I applied for my FOID card December 6, 2019. My FOID expired (March 1st) while still under (30 day) review. My CCL which was issued with a new FOID with the same number, is good until 2023. Is my CCL no longer valid while my FOID is in limbo? And if so am I barred from even going to a range?
I have been calling, e-mailing, calling, e-mailing… the Illinois State Police since the end of January. All you get is a recording telling you to push number??? until it hangs up on you. The only e-mail I received back was to tell me it wasn’t their department. I did get a phone message from someone at the ISP that told me they would give me a phone number and e-mail to get in touch with someone to help me, but they talked so long on the answering machine about their department and what they do that the machine cut off before she gave me her name or phone number and e-mail

I, honestly find Illinois more confusing than California. Maybe go down to the ISP in person, probably should pack a lunch, and ask in person. I know they took a lot of money that was for the FOID budget and used it elsewhere creating these artificially long waiting periods.

Just be careful, they are arresting people all over the place. Due to expired FOID cards or expired CC permit.

While under review, as long as you applied for renewal before expiration, both are still valid. You don’t have to carry your FOID, if you have a ccw license on you. Since a FOID is required to get a ccw.
