@Berdett . Maybe @MikeBKY can help. I googled it and so much info came up and not knowing the rest of your info I couldn’t choose. 
Allowing the invasion at the southern border of a sovereign nation and an affiliation with a communist party, not mention an accomplice to violence and aiding and abetting in addition to lying under oath, is compelling enough for any true RED BLOODED AMERICAN!
I’m sorry but I have no idea what they would be looking for. I would suggest asking someone form that state what they are looking for.
Basically they want to know what standard or criteria that makes you “ special” or deserving of the privilege to grant you a condition that is not afforded the average citizenry I hope this helps letters from your mayor , commendations , national achievements . You know the good stuff
Berdett, first off…make sure you’re applying for your out of state in a gun friendly location (avoid large cities like Portland!!!). Then, it really doesn’t matter what excuse you put in there…they rubber stamp it and smile as they hand you your card…at least that’s how it was for me when I applied in Oregon. I have lots of police friends in and around Portland and the Multnomah area but all of them told me not to bother applying there. My just cause amounted to something very simple and straight forward like, “I’m have to travel through remote areas of Oregon for work…” and fill in the blanks if you might carry large amounts of money, equipment, or just don’t want to wind up in that scene from deliverance, Squeal like a pig boy!
