I am in Utah, and yes, the ”threat” has to be ‘reasonable perceived threat of serious bodily injury or death’ to merit a more forceful response. That stands with the castle doctrine in this state, I believe.
I was told by an officer in Maryland (when I used to live there) that of an officer feels like the person they are attempting to detain could cause harm to them, they have the authority to act to prevent harm to themselves or someone else.
Do we know if that applies to the citizenry as well? I’m sure it is a state by state thing if it does apply.
