I don’t see a weapon or anything part of it, so I would say if that item has a handgun in it, that it is concealed, it my be off body carry, but out of sight is concealed.

Concealed, and that is a nice bag to. But the rule is if you have a handgun on ur belt and your shirt is tucked in it’s not concealed but as soon as you untuck your shirt and let it fall to where you can’t see the gun you just concealed it. I kno it sounds dumb but a cop told me that but if it can’t be seen it’s concealed

It depends on where you are.
Check laws where you live AND where you are traveling to.
For example, assuming a gun is actually in that bag, yes, it is fine to conceal your pistol in the bag in most places. But if you are in a place like North Las Vegas, Nevada, the gun inside the bag would emphatically NOT be considered CCW. Carrying a pistol in NLV means the pistol must be concealed in a holster and attached to your person. The gun cannot be anywhere else unless it is cased and unloaded and you are on your way back from or to a shooting range or a hunting trip.
So, as always, check the laws in your area and wherever you are roaming to.
He may be referring to States that require a concealed carry permit that has these type of regulations. and if States that are permitless carry (legally open/conceal carry without a permit) you can carry either way. Just be sure of your state’s gun laws, some states may not allow open carry but do allow conceal carry.

Many years ago when I got my CCW in Florida, I was obligated to take classes. I asked the class instructor if a North American Arms .22 mini, equipped with a folding grip that has a pocket hook, considered concealed?
After several long seconds of silence he said maybe. Although it would more closely resemble a pocket knife, some Leftist judge might think otherwise.

Well, to the trained eye, open to me. In the past men walked around with fanny packs that appeared to have something really heavy in them. If it is obvious, then its obvious.
Whether the firearm is concealed or not is determined by the law enforcement officials who might interact with you and the local DA who might prosecute you. Those are fundamentally political decisions that could turn on whether these government folks like you or not.
