I fear you are confusing Constitutional carry, which involves carrying a loaded gun eithe r open or concealed, with legal possession. Very many states that have CCL requirements allow possession of unloaded guns in bags or containers. It is not necessary for the state to have Constitutional Carry for it to be legal ot have an unloaded gun in your luggage.
However, states like New York, New Jersey, Illinois, and others, make it illegal to have even an unloaded gun in a locked container illegal without THEIR paperwork for possession.
Possession laws and weapon carry laws are two different parts of each state’s firarm laws.

Except Illinois may not belong in the same list as NY or NJ. Depending on the specific firearm in question…It’s a minefield out there.
