He didnāt pardon all of them. I keep reading āmost of themā and āalmost all of themā. But I canāt find any info on who wasnāt pardoned and why.
I think there were a small number with genuine illegal activities.

IMO this is not a pardon at all. Heās merely letting people out of prison that have served double/triple the time they would have served under any other jurisdiction for a similar offense.
I believe some of them turned down the pardons for what ever reasons.
