He drove directly from NV, double parked his vehicle and walked straight to and then into the building, opening fire almost immediately.

That wasn’t the problem, he was double parked. In my day in Brooklyn, double parking was a heinous crime!
Guaranteed the meter maid and the security guard walked right by him to get to the double parked vehicle!
