Does anyone know of a concise set of rules or guidelines for transporting firearms and ammo in checked luggage?

It’s pretty easy. I do it a lot, multiple cities, multiple airlines, never called ahead or got names or any of that. Just know how to do it, and do it. YMMV

Trust me on this: just because there is an official written procedure/policy or whatever issued by one or more official government agencies, do not assume - even for an instant - that is how it will be at the airport. Trust but verify!!!
Also do not assume that because someone on the phone said so, it will be that way. Do not assume that because it was that way at the airport today, it will be that way next week.
But this one, I’ve checked 50+ times. Unloaded handgun in locked hard sided container (NO tsa locks)). Ammo in magazines or factory boxes. Can have loaded mag in same locked case as the pistol, just not in the pistol itself.
Go to agent assist or similar line where there is a person where you put the bag up. Tell them you have a firearm to declare. Sign the card. Then either take the bag to oversize/follow them with it to oversize/smaller airports wait around for about fifteen minutes or an agent thumbs up, then go to your gate.
You may have to retrieve it from oversize or from the little airline luggage office space or they may put it on the belt, depending on airline and airport.
I suggest an Airtage or Tile or similar in the case to help you find it when you land.
Last December I flew American, they made me unload the magazine and put the rounds into the factory box in my luggage.

TSA allows this, but I suppose some airline may not. I haven’t flown American in forever. I mostly fly Delta and Southwest and always put the loaded mag in with the pistol.
But I also take an empty mag and a box of ammo loose in the suitcase and not directly in with the pistol so I have another mag and ammo with me and in case of something like that.
From my years of working next to the FAA I have learned that once you understand all their rules and regulations you have 30 days to inform them that you understand them all so they can rewrite the rules and regulations.

I have a small (single pistol) box, Plano brand. I use a small lock on it (from any hardware store). I also have plastic ammo box (cant remember if also Plano brand), it fits in the same pistol box. Firearm flies unloaded, empty mag. This recipe should fit any airline and fits TSA requirements.
I mostly fly Spirit, it’s like a 3am drunk trip to Waffle House!
