If you are shooting at 3 yards at a target that is low on the paper, do you hit high or low? Why?

Depends on the sight picture of the gun.
With most pistols it’s inconsequential, however depending on optics it can be HUGE with long guns!
Edit, it’s generally low, reason why is that the sights are mounted ABOVE the bore line and meant to align with POI (point of impact) at distance, not point blank of 3 yards.
