The National Instant Criminal Background Check System (NICS) was developed in collaboration with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and state and local law enforcement agencies, not the NRA. The Brady Handgun Violence Prevention Act of 1993 (Brady Act) established the NICS, which is operated by the FBI.
The Brady Act was a response to the assassination attempt on President Ronald Reagan in 1981, which seriously wounded White House press secretary James Brady. Sarah Brady, James Brady’s wife, led the push to pass the Brady Act.
The NICS has been processing background checks since November 30, 1998. The Bipartisan Safer Communities Act (BSCA) of 2022 added enhanced background checks for people under 21, which include expanded outreach to state and local officials.

There is a lot of folklore among the firearms community. When CPL instructors stray beyond the required curriculum, especially into political issues, be very wary. I do hope that mention was from a student and not the instructor.
