Looks to me like a long standing policy of the Federal Government to monitor Law Abiding Citizens under the blanket of ā€œWhat if the mere act of collecting data could result in the identification of new targets?ā€ and " These Americans were not wanted for any crime, but the ATF expected they might commit a crime in the future."
