Because as democrats have shown us with NGO’s, setting up large money streams using taxpayer dollars under the guise of helping people is extremely profitable. When you’re controlling hundreds of millions, it’s easy to divert some of the flow to your own pocket without too much fuss.
Just another scam to fleece Californicans.
