Mainly they have an advantage in the stock markets because they know more about laws that might effect it.

That advantage is illegal, it’s called insider trading.
You could consider it to be that way but when they are LITERALY MAKING THE LAWS its kind of hard to prevent.
Not really, there’s a record of transactions. Those transactions should be reviewed and if/when wrongdoing is discovered it should be punished accordingly.
