FBI agents raided the home of David J. Rush in Fairfax County, Virginia, and also seized about $2 million in cash and 35 luxury watches, mostly Rolexes.
“After a CIA internal investigation identified potential violations of the law, CIA Director John Ratcliffe referred the information to the FBI for a law enforcement investigation.”
Rush, who held a top-secret clearance and a senior management position at the CIA until recently, faces a federal charge of theft of public money.
He said he needed the currency to pay for operations that he was in charge of, but instead of keeping it in his office to use in those operations he took it home.
Fast Facts:
Between November 2025 and March 2026, Rush requested large amounts of foreign currency and tens of millions of dollars in gold bars from the CIA, claiming they were needed for “work-related expenses” or operations he was in charge of.
Much of it was never accounted for in agency storage. Agents found only a portion near his office.
The criminal complaint charges him with theft of public money, primarily tied to fraudulent timesheets.
He allegedly claimed military leave pay he wasn’t entitled to after his Navy discharge in 2015 — raking in about $77,000 for 744 hours he didn’t earn.
Rush lied on government applications starting around 2009.
He falsely claimed:
Degrees from Clemson University and Rensselaer Polytechnic Institute,
Said he was a Navy pilot with training from the U.S. Naval Test Pilot School, and
Claimed other military and academic honors.
Schools confirmed none of it was true and the FAA has no pilot records for him.
The CIA’s internal investigation found the potential crimes, and CIA Director John Ratcliffe referred the case to the FBI.
