I recently received my concealed permit in NC and soon thereafter purchased a handgun with no issues. (I do have an expunged non-violent felony from 1973.)
Now several months later, I went to another local dealer to purchase another handgun and was denied by the NICS system.
The Sheriff Dept. suggested I go back to the first dealer and buy my other gun there because that second dealer was just being too cautious.
Does any of this make sense?
In Michigan we had the same ability to purchase a pistol using the CPL until marijuana was legalized in Michigan. Since then we must be rechecked.

Makes sense up to the point that you mentioned the Sheriff Dept suggested going to the other, or another, gun store/dealer/seller.
The background check (NICS) request is submitted to the FBI. Once it’s processed by the FBI, the gun store will see one of three responses: Approved, Denied or Delayed. They (the gun dealer) isn’t given any information regarding your background. Going to another dealer wouldn’t, or shouldn’t, return a different response unless an error was made by the FBI during the check (transposed SS# for example).

Welcome to the forum. It sounds an awful lot like discrimination to me.
Did they show you the NICS response indicating “Denied”? It is possible the nimrod at the store read “Denied” when it actually said “Delayed.” If it truly was Denied you can contest the decision - you will need to get the transaction (NICS) ID number from the original response. Instructions are online.
Sounds like you may need to show a printout of those instructions to the nimrod to get what it indicates.
I once asked a store clerk for a printout report of winning lottery numbers to compare with my tickets, he refused to give it to me thinking I was going to cash in the report ticket.
I told him to do his verification scan on it that it won’t show any winnings it is just a report.
I think that the idiot thought he would have to pay the jackpot for the report.
I just gave up figuring it was not worth it.

That I can see happening. The first agent may have wanted to look into something further and whomever got the second request either wasn’t bothered by it or it was cleared in a such a timely manner that by the time you arrived and the second shop it was no longer delayed.
From the OP’s message, the response they received from the Sheriff suggested that the gun shop had or received information that meant they (the gun shop) were making the decision, which isn’t how it works.
