In the sentence “can anyone explain this,” the word "this"is pronoun(specifically, a demonstrative pronoun). It functions as the direct object of the verb “explain,” taking the place of a specific noun, idea, or situation that was previously mentioned.
Any thing is possible in this day and age.
If you could explain better what you want explained I might be able to explain it better or not.
In this instance, I believe it’s the brain dead zombie voters of the district. They’ve been beaten so severely into submission, anything that would deviate from the “norm” isn’t considered.

The district has been represented by Democrat Maxine Waters since 1991. (35 Years) She will be 88 years old in August.
California’s 43rd congressional district has a population of about 730,000, with 58.7% identifying as Hispanic, 21.8% Black or African American, and 20.4% other or mixed backgrounds as of 2024. The median household income is $75,336, and 32.6% of residents are foreign-born.
It’s a mystery.

Actually it’s pretty easy to understand.
She’d been around DC for a long time, her tentacles are wrapped around way too many “things” to allow her to be unseated. Just imagine how long it will take for an FNG to amass the political capitol that that swamp dweller has. I’ll bet a single phone call from Maxine can send shock waves across a wide swath of those in the senate.
