An impartial, 3rd party observer would probably wonder why in the world we have a government enforcement agency focusing on such unrelated things. Firearms, whiskey and cigarettes don’t have enough in common to be under one umbrella, until you see that the one common thread is, they’re all three things the government would like to tell us we can’t or shouldnt have.
An interesting observation. But I hadn’t realized the one stark difference until you said this.
While your statement itself is true, the government has no desire to eliminate alcohol or tobacco. In fact, they almost praise the addictive properties these products have, because of the huge cash cow they create in tax revenue. But firearms don’t have the same addictive appeal (medically speaking). And so far, they haven’t been too successful in taxing them to death.
That’s why they are under the same roof, Revenue…

thing is there are some good people in the ATF but the leaders n such are carry far to much political bias…
same with FBI and many other such agencies…
