You can’t tell me with a straight face that a MAJORITY of tax payers willingly vote for these snake oil salesmen year after year. It supports the strong truth that there are significant instances of voter fraud in these states.
Fix the voter fraud, you fix a boatload of these problems.

I’ll admit I’m not really into the specific logistics of these B for Billions of dollar ”Programs”.
So is it

“Good Uncle I need a billion bucks to take care of some aaa some aa sick folks, yea sick.”
“OK Cal, I’ll send it to you but you gotta promise me that it’s going to good use none of this graft that happened the last gazzilion times I sent you money.”

Id love to see someone or groups being held responsible for fraud, never happen though.
It won’t get paid back and if the admin tries to freeze any monies to these states, some liberal judge will side with the states.
