These people can never be “ Stopped “ per say but we can stop one he11 of a lot of it but this country will never ever do it because like I said earlier we would rather lose a few thousand people a year than hurt someone’s little feelings . I don’t know about TX, but in CA the rental agencies have extremely limited vehicles they’ll allow to be taken across the border into Mexico. Most won’t permit their vehicles to be taken into Mexico for very obvious reasons. Any smuggling infractions could get their car seized by Customs.
When I last rented a car in San Diego back in the 80’s there was only one rental agency that let their rentals into Mexico and the only cars permitted to drive into Mexico were white Dodge Spirit sedans.
The Mexican cops knew this too and would routinely put the “bite” on tourists driving white Spirits with US plates.
