When a firearm is traced, the police department contacts the ATF and provides the serial number. The ATF then identifies the manufacturer based on the serial number. The ATF contacts the manufacturer, and the manufacturer provides to the ATF which FFL purchased the firearm. The ATF then goes to that FFL and finds the person that purchased that firearm via the Form 4473.

Methinks it’s a lot simpler than that.

Currently not a thing, but there are a boatload or more of closed FFLs where the ATF has their records, and we know from reports that they have been digitizing them - illegally - to make their record searches easier.
