Yes, it came from the CA change logs in the reciprocation maps at USCCA resources. New as of 3,18,20. The page you linked doesn’t address anything at state level, just federal issues.
This would be valuable to run down the facts, as there has been A LOT of misinformation on this subject for the last several years.

Still says NO on the CA Parks site as of copyright 2020:
The cite is vague at best. It cited the need to have a LCT issued in the same area as the part. California LTC are not issued on a county or city city basis. However, some smaller counties are restricted from issuing a state-wide permit. If you want to be extra conservative, ask before you break the law!
