Not a scholar but as far as I can tell, it limits the number of times a person can be elected to the office of president to two. Consecutive or not has nothing to do with it. It clearly states “No person shall be elected to the office of the President more than twice…”
It all depends on what the majority of unelected old people sitting in SCOTUS say it means. The actual language of the Constitution has devolved to merely suggestions
The term “consecutive” isn’t noted in the 22nd amendment. FDR was elected to 4 terms, but died in the first year of his fourth term. After that, it was ratified that a person can only be elected 2 times to the presidency. The only way to have more terms (to continue the agenda), would be to have control of the next person elected as a willing patsy.
