One cannot shoot someone because they think the other person is go to shoot them. The threat has to be imminent. It sounds like Coy thought he could shoot because he thought his life was in danger. IDK if is the same way for police.
The fact that Hill didn’t get medical treatment for 10 minutes didn’t help his case either.
