If the earth rotates at 1,037.5646 miles per hour and you run at five miles an hour does that mean you are actually moving at 1,042 miles an hour?

Depends on what direction you are running, towards, or away from the direction of the rotation.

Towards the rotation add its speed, like on a treadmill, away from the rotation subtract its speed, you cannot keep up, and overtake it.
