Oregon, for the most part, is not too onerous for “shall issue” resident CCW — but it is a stone wall for most non-residents. It recognizes no other state’s permit. A sheriff “may issue” to a resident of an adjacent state. Two states away and you’re SOL — there is no path. Resident permit is void once you establish residence in another state.
National reciprocity (or general recognition of plain language 2A) is the solution, but does not seem close at the moment.
Interesting Catch-22. If a non-resident w/CC permit leaves his car, firearm must be left in a container in the vehicle, if I’m reading your post correctly. This exposes the firearm to theft, if container is stolen. Given time and tools, any “container” can be opened and the firearm within utilized for nefarious purposes, resulting in politicians pontificating on the proliferation of out-of-state firearms being used for crime. I don’t know of this is happening but it’s plausible that it COULD happen. I freely admit that I’m having a hard time understanding the logic (or lack thereof) of elected officials. Just tossing this out there.
