I am really surprised that whoever did the shooting was able to escape, I would assume the person would have had to taken the shot from a building. It also sounded like it was suppressed, so I expect Liberals to blow up about suppressors.

It was definitely planned, whomever did this had to have known where Charlie would have been sitting ahead of time along with access to a building where they would be able to take a shot from roof or window from an upper floor.
