In a heart beat, the guy with the gun was busy trying to manage the other customers in the store. The police officer saw his opportunity and took it.
Cop took his time and controlled the situation until he had an opening. His mind was processing information smoothly.
The kid in the black was the threat. He was brandishing towards the back of the store, not paying attention to the cop. The kid in white was more in control, but after the cop handed over his cash, he lost interest in the cop. After the shooting started, he made the wise choice and beat feet. Kid in the black was not so lucky.
