There is no doubt in my mind that they, the governments, are purposely creating chaos so that they can one day come in and say, "we have no option but [insert draconian measures here] in order to restore order and public safety. The final power grab and measure of control.

AND it does not help when they say they want to help the mental problematic people by sending them to a mental hospital, but the mental hospitals are full and inmates in jail cannot get into the mental hospitals “to get help” so, they end up releasing them because the jail can only hold them for so long.
