Kind of sounds like a little town (actually known as a trailer park primarily) in MO that all went on when we lived there back in the day. The streets were all gravel. So the city had oil trucks come in to spread the oil to hold down dust. Unfortunately it seemed that the oil was out of transformers, etc and had dioxin in it. Seems dioxin was quite a cancer causing drug. So, after spreading the oil forever they decided the entire town had to go along with a specified number of ground soil. So, the state/county bought the entire city, threw out the residents and leveled the place. No one ever heard what happened to the poor slobs who lived there. It was a city that was once known as Times Beach, MO just outside St. Louis.

20 years ago, the streets of abandoned houses was a creepy ghost town. Word is, they’re building new houses there now and people are moving back.
