Denver has allowed this to happen and I would say the federal government is also to blame.
Never open the door. Let them leave it on the door step/porch and make sure they leave and they are not waiting to do something like this.

I was a UPS driver for 8 years, (still am, just drive semi not delivery vans anymore)
It’s amazing how much access that uniform allows you!
People open the doors, invite you in.
Businesses welcome you into their secured areas, I’ve been in bank vaults, and allowed into government facilities that any civilian would’ve been turned away by armed security.
So imho not anything of a surprise that criminals are taking advantage of it.
Personally, I know my local delivery drivers (post office,(she’s cute!) UPS, (worked with him for a few months) FedEx (changes every couple months, possibly a training route?)
Amazon uses too many different drivers,… I never answer the door to them.
