These programs are not new. In the 1970s, they were employed to direct cops to cruise around areas when crime was predicted to be high. They are expensive and utterly out of touch with what cops do day-to-day.
One of the problems is that cops in cruisers do little or nothing to prevent crime. Crime is often committed by one family member against another in the comfort of their own home. Cops spend most of their shifts going from one family fight to another trying to sort out domestic pushing matches, or taking reports about property damage for insurance documentation, or traffic enforcement. When serious crimes actually happen, like a murder, cops show up after the fact to document what happened and gather evidence for use by prosecutors.
