When I magnified the image, I saw on the metal container that it stated Ensign Bickford Aerospace and 50 ft (15 M) dual. I used that as a search and found this:

News says there was an op to capture an Al Quaeda leader that blew himself up before he could be captured. Could have been the detonator for the breaching device for that.
