Break away at what speed and size of vehicle? Likely a Sherman tank would prove it to be break away. Might not be street legal, but what’s the federal law say?
You may also want to touch base with your state and County/city officials about building things in the right of way.
Okay, so the mailbox needs to be on a 2" metal pipe or a 4"x4" wood post. It states nothing anything next to it. Personally, I have had my mailbox post hit 5 or 6 times. One time only a few days after I had just replaced it. I was fortunate in that my cheap box was very resilient, so I only had to replace the post each time. However, it was getting expensive and time-consuming, especially when I was working a lot of overtime, trying to find the time to do that.
I have since made a little flower bed around it and have gardening blocks about 8" high around it - except in front of it by the street. Since then, almost 10 years now, it has not been hit. Apparently that is enough of a deterence.
