@Craig6 I got mine last fall before the elections when the VCDL was selling stripped serialized lowers and 80% lowers as a fundraiser. They were sold by Gadsen Guns in concert with (IIRC) RightToBear.com and I think they are by Anderson (again, IIRC).
I dealt with Pat over at Gadsden Guns, she was super nice. If you email or call them they may still have stripped lowers for pickup or ship to an FFL closer to you. The 80% lowers they can just chuck in the mail to you 
Looks like they may still have some 80%, but I don’t see the serialized (aka 100%) lowers.
