I was right! It was both a woman, and an old prig! 
In all seriousness, decency is kind of a subjective norm, but I think it’s helpful to everyone to have some sort of standard. It probably won’t satisfy the most conservative among us, and it probably won’t satisfy the most carefree among us, but it helps everyone to know what the base standard is.
And I fully expect college students to violate those standards from time to time. But maybe not do it in a crowded football stadium.
