Even though the application has changed to allow non-New York residents to complete the concealed carry permit applications, it doesn’t mean non-residents can get a permit to carry a gun. Right now, the law requires a person to apply for a concealed carry permit in their county of residence. Usually, the local law enforcement agency handles the request.

No other jurisdiction other than New York City has committed to issuing concealed carry permits to out-of-state residents.
Anybody know anybody who has out of state received a NYC carry permit?
Like many other states that issue permits to out of state residents if:
a) they work there full time, and have for say 6-mos. (YMMV) your milage may vary in different jurisdictions,
b) you are military stationed in that state,
c) you are enrolled full time in college, and of lawful age typically at last 18-years old for all the above, a, b, and c, and meet whatever other requirements are specified for resident permits.
NY maybe opening the door for undocumented immigrants not having a NY DL; otherwise previously you had to be a U.S. citizen who is not prohibited from firearms possession, and a state resident for whatever period is required 6-12 months minimum?
I am surprised NY is lessening any requirements as they are annually restrictive.

NO, still NO. The reason they did that was to take care of the law suite, they had no attention of giving the permits. Just another way to help crime win not the good guys that want to protect their family & self. So wrong, so WRONG !!! Just like the CEO that was gunned down , no protection !!!
I suspect we will see more and more changes similar to this to feign compliance with past and likely future 2A court rulings.
Add some language that anti 2A lawyers can point to and say “see we allow this”. But in reality there is little to no chance of the vast majority of people using that language to actually be able to access their rights.
To tie into another topic, these kinds of things are exactly what would be done by states like this in the (extraordinarily unlikely) event a national reciprocity law were to pass
If National Concealed Carry Reciprocity Act bill passes and becomes the law of the land; all unconstitutional state restrictions on our Second Amendment (2A) are null and void as they should be now, not the other way around with the states usurping 2A, this bill is to correct that and set this all straight,
It would be cool if it worked that way, but that’s kind of like saying since we got the SCOTUS decision, you and I can get a NY permit…but, well…what should and what is aren’t the same

It it would only affect their residents. I could carry in NY as long as I keep my own state license current. What would be interesting is to see what would happen in New York City since they have their own permit system. That’s a court case that would come swiftly after national reciprocity happens.
Actually thinking it through it would completely negate their state requirements, however obnoxious they make them, because NYS residents could easily get a Pennsylvania or Florida non-resident Concealed Carry License and carry in their home state of New York, so it would be the death of the NYS Licensing system and revenue.
So, that’s not such a bad thing, returning the “favor” that they so generously give their own residents.
Well since NEW York cancelled my original “lifetime” license on a whim I’ve been on a crusade to screw them any which way I can. I left the state because of miss-management and taxes. I only set foot in that hell hole when I absolutely HAVE TOO, but that is becoming less frequent. Still I would love to carry in the rare occasions when I do go there and that other swamp, New Jersey.
This would be the best thing that could ever happen there.

Similar reasons that I escaped NY with my family to a red trifecta state, with real (not ridiculously restrictive, or excessively expensive permits, for a short 3-years which, not only has no reciprocity with any other states, up and downstate counties don’t even have reciprocity without out each other’s endorsements for more fees. Up - Downstate treat each other like they’re different states, or countries.
It is internationally discouraging to endure.
Now I am in a 2A-friendly state, where the fees are reasonable, for 8-year permits that are comparatively unrestricted, and they have a “Constitutional” Permit-less option for no fees also. Our state honors all other state permits vs. Zero by NY. We are also honored by at least 3-dozen other states approaching 40ish.
The same criteria applies for carrying with, or without a permit for being, or not being a prohibited person.
Overall it’s much better here in TN than NY ever was, or might ever be if forced to be less restrictive.
I/we have no regrets moving, and no desire to return. We are just loving it here.
true, but thinking there should be a new federal law that will void all laws against guns. Like N.Y. and other States that has walked all over the 2A. and not let people have guns. Think this States that have guns laws need to be guided by the A2 & if they protest this just lock them up.
