The Executive Order was signed in conjunction with the Coinage Act of 1963 (Public Law 88-36.) The Act phased out silver certificates as the U.S. moved away from silver-backed currency toward a system based more on Federal Reserve Notes. Silver’s rising industrial demand had made continued silver backing impractical.

Silver certificates were already being phased out; EO 11110 simply clarified Treasury authority to issue any needed ones temporarily during the shift. It did not create new money powers for the Treasury outside existing law.
