I think the use of CLETS is fine and helps keep LEO safe. The misuse is not and should be against the law if it isn’t already.
From what I understand, CLETS is a massive collection of databases available to law enforcement. One of the peculiarities of CLETS is that each agency must self-report annually any misuse of CLETS access. So, no one was “caught” as these are self-reported violations of access to CLETS. According to the article 7,275 violations across California in 2023 were reported and compiled here:

Use of CLETS for background checks is forbidden by California law, but apparently, agencies, like the LACSO ignored that law. Here’s a link to the EFF’s investigation.
This highlights one of the understated risks of applying for a CCW permission slip (or anything that requires government approval for that matter). Your personal data can end up being “secured” by a local government agency with all the competence and professionalism of government employees we have come to expect.

he’s a “good guy” in my book.
I have nothing good to say about Bonta.
In a statement Friday, Villanueva called Fernandez’s testimony “a damning indictment of the integrity of [state Atty. Gen. Rob] Bonta’s position on the Peace Over Violence investigation.”
“Fernandez confirmed what we knew, that Bonta assumed control of the public corruption investigation for the sole purpose of burying it, not to investigate it as he claimed,” he said. “This calls for a federal-level review of Bonta’s actions and public statements, which don’t appear to reconcile with the facts.”
