Well it’s a well know fact especially on “limited access highways” like numbered state and federal highways such as the Interstates, that No predestinations are allowed on any part of the highway, they are strictly prohibited 
, and can be arrested for trespassing, and obstructing traffic, and interfering with interstate commerce to name a few possibilities to their disorderly conduct, and whatever acts that they might also commit like dangerous acts / hazards to hinder traffic, assault, criminal mischief (vandalism) damage to property, etc.
Just being present in the roadway is enough to get them charged, and arrested.
If they are stupid enough to get in the way of traffic, they could pay the ultimate price with the loss of their lives. A risk that they assume as soon as they trespass onto any highway, or roadway anywhere.
