This is the result of “multi gender” restrooms. There is nothing wrong now if man goes to ladies’ restroom… and nobody cares what is he going to do there…

Okay, this type of behavior is generally not dangerous just not acceptable. However, there have been cases of it escalating to assault, rape, and murder.
She is perfectly justified In pulling a sidearm and taking steps to protect herself and others. Dialing 911 and calling for security according to where she is. What if there was a child in this particular bathroom?
Be glad that he is not the same kind of person that confronted and attempted to rape my wife. You just never know. Safety first.
