I think it is legal but defeats the purpose of carrying concealed if one has a permit. Unless you are carrying half open to intimate someone then it is brandishing and illegal.

I think that carrying partially open even in Constitutional Carry States seems that it would not be permitted to carry in this fashion. I believe that regardless, one either one carries FULLY concealed or FULLY OPEN carry (where permitted) is the exception, and PARTIALLY is NOT an acceptable way to carry in any State. Fully open or Fully concealed is the Law. There’s no in between partial carry in any Law. 
No, I prefer and I should have said I normally carry concealed. I don’t try to intimidate anyone. The reason I was asking was I bought a OWB for when I take classes or go to the range. Last week I needed to get something from the grocery store before going home and forgot about wearing my OWB holster. My t-shirt covered half of the gun. Because I was open carrying I didn’t worry about it until I thought about what my CCW instructor said. Thought I would check with you guys since brandishing and open carrying were being discussed.

Your mileage in NC may vary, but here in Colorado, in order to be open carry absolutely no part of the weapon can be concealed by a garment.
So as you just described with a T-shirt covering the top half of your OWB holster that would be concealed,… and illegal if you didn’t have your carry permit. (Which you do, so GTG)
Colorado is an open carry state tho, so the simple act of someone being able to see your gun is not brandishing.
Best advice would be to talk to a NC firearms attorney and pay little to no heed of anything posted on an Internet forum!

Meanwhile in a Pennsylvania Wal Mart this Mennonite lady has no problem partially open carrying.
(Even though there’s a non-legally binding sign at the entrance saying they don’t want you open carrying here.)
My wife took this picture within the last couple of weeks.
