Legally they canāt but that doesnāt stop them.

It stops them when you yell, āI do not give consent to search my vehicle! Get out of my car NOW!ā
Itās OK if that donāt stop that pigger. Because if he continues the search, heās in trouble. Or at least anything the finds may not be admissable in court.
Cops need consent to search your vehicle, save when you are being arrested, and that becomes āan inventoryā of your vehicle. Or the cop could see something illegal in your car in plain sight, thus establishing reasonable, articulable suspicion and/or probable cause, then he does not need your consent.
Meantime ALWAYS RECORD the police, always invoke your 5th Amendment Right to remain silent, 6th Amendment Right to a lawyer, and always tell him he has no consent to search your vehicle.
Cops donāt know the law. So though he may well have a legal right to search your car, your telling him he doesnāt might stop him. He may not be sure about what he can do. So use that command EVERY TIME ALL THE TIME.

But I will say they are NOT allowed to handcuff my car! 
That would suck!
