…sprinkled with a few items we desire that might be controversial. OR one HUGE bill with the whole shooting match of a “wish list”. The more pages contained therein, the more likely it is that it will pass since, as history has shown, NOBODY reads these things in their entirety to begin with, especially if the bill drops 24 hours before it’s to be voted upon and, preferably, on a Friday.

“We have to PASS this bill on order to find out what’s in it”.

I’m in favor of a two phased approach.
However, if phase one does not accomplish what it’s supposed to, you can’t proceed to phase two.
